The bill (Reg. No7137) submitted by the People´s Deputies o. Zats and I. Prasolov defines legal, organisational and social-economic fundamental principles of the state policy implementation in the sphere of security and public order in the course of the conduction in the territory of Ukraine of official international, Whole-Ukrainian and local mass sporting and recreation events.
The bill sets out fundamental principles, rules and procedures (conditions) to provide security and public order in the course of the conduction in the territory of Ukraine of official international, Whole-Ukrainian and local mass sporting and recreation events and also liability for their infringements.
As it was declared during the sitting, before the scrutiny of the bill, the Committee members received and learned a number of conclusi8son (with remarks and propositions to the text of the bill form the bodies of the state authority, scientific establishments and higher educational institutions, form Ministry on Foreign Affairs of Ukraine in particular.)
The Committee members upheld the general concept of the bill, though stated that it needs considerable judicial correction, namely regarding steadfast provision of rights and liberties of the citizens during the visiting of relevant sport events. The Committee came to the conclusion that the sphere of bill´s effect shall be strictly defines and should concern conduction of the certain types of sport competitions, football matches in particular.
